Philadelphia, Pennsylvania. Debra Phelps is the owner and President of Quiet Tip Entertainment Company #qtdebphelps . Servicing local, national and international clients. Quiet Tip is certified with the National Minority Supplier Development Council and the State of Pennsylvania. Debra started Quiet Tip Entertainment in October 1995 with one gentleman who wanted to begin a modeling and acting career. Debra’s management skills other career moves made her the front runner as his manager. Willingly, Debra accepted the challenge and soon he was in a music video and onto Washington, DC for a modeling/acting convention. While at the convention they met several new contacts including a R&B singing group looking for management.
Debra accepted their demo and shopped it around circulating 16 tapes. One of the tapes was returned unsolicited from BMI. A different telephone call instructed Debra what type of group their company needed. Surprisingly, she also received 12 written letter responses and finally an actual offer of a recording deal. The group after numerous meetings and negotiations personally decided to pass on the recording deal. Word of her endeavors started circulating throughout the entertainment industry about the up and coming Quiet Tip.
In February 1996, Debra received a telephone call from a New York casting agent with the expectation of 13 babies from her talent page. These babies were expected to audition the next day. Needless to say upon completion of that project, referrals, requests and clients started calling and the company, Quiet Tip Entertainment, began to grow. Please, visit the Talent Services page for our current people with availability. Debra has no control over what happens on set; at audition process; time spent on projects; other companies' payment schedules; transportation services (leave in enough time to arrive on time - not responsible for those arriving late); studio sessions; booth times; actual start times of projects, etc.
In the summer of June 1997, Debra found a chance to expand in the California and international market. Debra submitted a client to be a body double for Dennis Rodman. Off the mere strength of quick but intense telephone conversations, sending photos, faxing information, over night furnishing audition tapes and finally negotiating a contract, the client received a first class ticket to Monte Carlo, and started filming for six months. This client placement opened the doors for relationships with film and production companies, personnel, casting directors, and so forth which led to various avenues of entertainment employment.
Shortly thereafter Debra was sought after by the Miss America Pageant System, Miss Universe, Miss Perfect Teen Pageant System and other local, national and international pageants to serve as a Judge. As a Judge Debra finds it necessary to travel to various states and participate in 2-3 day pageants. Her duties are to personally interview each contestant in a one on one session and score the contestants in live pageants on poise, interview skills, swim wear and talent. Debra is also a Voting Member of the National Academy of Recording Arts and Sciences (NARAS - "The Grammy’s”) . On this panel Debra is expected to nominate individuals, groups, etc. for the preliminary Grammy ballots and after ballots are finalized must cast her personal votes in each of the categories for Grammy winners. Debra also works with various individuals in the music profession and must keep up to date on all the changes in the music industry.
